Scott Desmond, M.S.W., C.H.C.
Deputy Compliance Officer, Harborview Medical Center
Desmond is the Deputy Compliance Officer for Harborview Medical Center in Seattle. He has responsibility for the daily operations of the compliance office and implementation of the compliance work plan. His career in the compliance field began in 2002 when he served as a part of the implementation team to write policies and train staff for the then-new HIPAA Privacy Rule. Desmond's early professional activity was in social work. He completed undergraduate work at the University of Oregon, and earned an MSW at the University of Washington in 1980. He joined the Clinical and Affiliate Faculty for the UW School of Social Work and taught a professional preparation course in the graduate program from 1995-2000.
Christine Dwight, M.H.A., C.H.C
Regional Director of Compliance, Franciscan Health System
FHS includes four (soon to be five) hospitals; an expanding network of primary care and specialty care clinics; inpatient and outpatient hospice services; DME; ambulatory care services; and several for-profit joint ventures. Dwight is responsible for establishing and overseeing systems, internal controls, and measurements that promote adherence to standards of conduct and compliance with applicable federal, state, and private stakeholder regulations. She worked as a corporate compliance officer and director of risk management at Highline Community Hospital, where she helped clear their Corporate Integrity Agreement with the Office of Inspector General. Dwight has experience in risk management, clinical quality effectiveness, process improvement, and clinical regulatory compliance. She earned her bachelor's in natural science from the University of Wisconsin and her M.H.A. from the UW.
Lori Oliver, J.D., M.B.A.
Assistant Attorney General, Washington State Attorney General's Office
Oliver completed her undergraduate studies in sociology and political science at Boise State University. She received her M.B.A. from the Atkinson Graduate School of Management. She was awarded her J.D. from Willamette University College of Law, where she was editor in chief of the Willamette Law Review. She holds a certificate in dispute resolution from Willamette University. Prior to admission to the Washington State Bar as a lawyer in 1995, Oliver worked for United States Senator Ted Stevens in his Washington, D.C., office and the Alaska State Legislature. Her legal practice currently focuses on Medicare/Medicaid reimbursement, privacy of health care information, health care and research regulatory compliance, and health law generally.
