Joseph Dial, Ph.D.
Sr. Instructional Designer, UW Educational Outreach
Dial taught composition classes at State University of New York at Binghamton and Seattle Central Community College. He has also taught high school English and journalism. He has served as distance learning instructor at Seattle Central from 1994 to 2008 and director of the college's Center for Educational Telecommunications from 1996 to 1998. He has also served as an online instructor for ITT where he taught Strategies for Technical Professionals. From 1998 to 2002 Dr. Dial coordinated distance learning for Washington Community College District VI. Since 2002 he has been an instructional designer at University of Washington Educational Outreach. The courses he worked on include Greek and Roman mythology, communications, sociology, political science, paralegal studies, algebra, differential equations, project management, and database management fundamentals.
Karen Dowdall-Sandford, M.B.A.
Director, Online Programs, University of Washington Professional and Continuing Education
As the former Safeco vice president of Corporate Learning, Training and Development, and head of Safeco University, Dowdall-Sandford transformed the company’s education programs by implementing learning and content management systems, and virtual classroom collaboration software. In addition to that work, she also created Safeco’s e-learning strategy. Prior to Safeco, Dowdall-Sandford worked at Click2Learn and was both Dean of the College of Business Arts and Humanities, and Director of Electronic Learning and Academic Computing at City University. She holds an M.B.A. in Marketing and International Business from NYU’s Stern School of Business and was selected by the university's International Management Program to study at Hautes Études Commerciales in France.
Mary Waters, M.S.
As a Senior Instructional Designer with Educational Outreach at the University of Washington, Waters was a major contributor to the online Masters in Strategic Planning for Critical Infrastructure program. She also carried out design and development for certificate programs such as Facility Management, Embedded Systems, and C++, diverse undergraduate credit courses, and the National Board Candidacy Support Program. Prior to joining UWEO, Waters was part of the science editing team for Encarta Encyclopedia. Her experience also includes over 10 years experience in adult education, primarily as a science instructor in Seattle Area Community Colleges.
